旅の途中、キノとエルメスは若い男と出会う。すぐ先にある国に移住するつもりだという若い男の話によると、そこは法律で殺人が禁止されておらず、凶悪な犯罪者も逃げ込んでいるらしい。しかし、その国に立ち寄ったキノとエルメスが目にしたのは、穏やかに暮らす人々と平和な街並みだった。
