Filmen börjar med att den konspirerande drottningmodern genom sina ränker låter mörda sin styvson och tillika kungen av Joseon. Hon sätter sin egen son på tronen och styr riket via denne. Sonen, Seong-won, förälskar sig dock i sin halvbrors concubin. Detta blir upptrappningen till en maktkonflikt inom kungahuset där alla tycks vara fiender med alla. Parallellt med detta står concubinens före detta älskare, eunucken Kwon-yoo. Denne dras snart in allt djupare i intrigerna.
