Många år efter Caesars storhetstid har flera apsamhällen vuxit fram och människorna har fördrivits. Vissa apgrupper har aldrig hört talas om Caesar, medan andra har förvrängt hans lära för att bygga sina egna imperier. Den unga apan Noa ger sig ut på en resa för att finna frihet efter att hans klan har tillfångatagits av apledaren Proximus Caesar för att användas som slavar i jakten på mänsklig teknik. Noa börjar att ifrågasätta apornas existens när han träffar en ung kvinna som visar sig ha hemligheter om mänsklig teknik. Hon blir nyckeln till vad Proximus Caesar letar efter.

Efter den stora epidemin har den spillra som finns kvar av människosläktet slutit fred med aporna. Men när de genetiskt manipulerade aporna vuxit sig starkare under Caesars styre visar sig freden vara bräcklig.
