Det är början på 1990-talet när den kinesiske mekanikern Steelhead ( Jackie Chan) tar sig in i Japan illegalt för att hitta sin flickvän Xiu Xiu.

Polisen Kiriya arbetar som polis i Japan. Hans lillebror är inblandad i Yakuzaverksamhet med den obehaglige Weng, som sysslar med organhandel.
