Kalle og Reinert er 16 og 17 år gamle, stjeler en bil og blir oppdaget av politiet. Etter en dramatisk biljakt rømmer de to guttene til fots, og den ene politimannen skyter etter dem. Kalle blir skutt drept, og Reinert begynner etter hvert et liv med dop. Seks måneder senere er rettsaken hvor politimannen frifinnes på alle punkter. Juryen fastslår at det ikke foreligger sterke nok bevis. Politimannen blir blankt frifunnet på alle tiltalepunkter. Politifolkene i rettssalen reiser seg og applauderer dommen, uten at dommeren bryter inn. Filmen bygger på en sann hendelse fra Oslo i 1975.
