Het verhaal speelt zich af in een wijk van Tokio die in een enorme puinhoop is terechtgekomen. De focus van de actie ligt op de achtste eenheid van de Derde Mobiele Aanvalsdivisie van de vijfde Speciale Openbare Veiligheidssectie, kortweg 'De Achtste'. Ze gebruiken technische apparatuur die zich aanpast aan het lichaam om misdaden op te lossen en criminelen tegen te houden.
