The Ten Commandments volgt het verhaal uit het Bijbelboek Exodus over de geboorte van Mozes, zijn jeugd aan het hof van de farao, zijn leiderschap in de verlossing uit de slavernij en uittocht uit Egypte van het Joodse volk, de ontvangst van de Tien Geboden en zijn opvolging door Jozua.
Zohan, een agent van de Israëlische geheime dienst Mossad, besluit zijn eigen dood in scéne te zetten en vervolgens een carrièreswitch in New York te maken als haarstilist. Niet lang daarna raakt hij steeds dieper in de problemen wanneer zijn ware identiteit dreigt bekend gemaakt te worden.
Tijdens de Olympische Spelen van 1972 in München, werd de Israëlische ploeg gegijzeld door Palestijnse terroristen. Dit resulteerde in de dood van Israëlische deelnemers. Een Mossad-agent krijgt de opdracht een team samen te stellen om de 11 verantwoordelijke Palestijnen te vinden en te vermoorden.

Terwijl ze wordt tegengewerkt door haar volledig mannelijke kabinet, is het aan Golda om deze noodsituatie de kop in te drukken, want in deze race tegen de klok staan aan beide kanten van de strijd de levens van miljoenen burgers op het spel.
Het waargebeurde verhaal over de kaping van een vliegtuig van Air France. Vier kapers dwingen het vliegtuig inclusief passagiers te laten landen in Entebbe, Oeganda, waarmee ze proberen tientallen Palestijnen die vastzitten in Israël te bevrijden.
