In het jaar 2029 beslissen Noord- en Zuid-Korea een gezamenlijk staatsapparaat op te zetten, na jarenlange voorbereidingen. Niet iedereen is voor deze eenwording en demonstranten laten van zich horen. De protesten worden steeds gewelddadiger en er ontstaat zelfs een terroristische organisatie genaamd Sect.

De late jaren 20. De onafhankelijke organisatie het Heroïsche Korps strijdt voor de Koreaanse afhankelijkheid tijdens de Japanse bezetting, waarbij ze er niet voor terugdeinzen om geweld te gebruiken. Een Japanse politieagent, geboren in Korea, was vroeger lid van deze organisatie. Hij wordt verscheurd door de keuze tussen zijn taak als agent en zijn voormalige beweging die een groter doel vooropstelt.

Nadat Raymond Shaw als held terugkeert van de Koreaanse Oorlog, kunnen de andere leden van zijn peleton zich eigenlijk niet herinneren wat hij nou gedaan heeft voor zijn onderscheiding. Twee van de soldaten krijgen terugkerende nachtmerries, en één van hen besluit Raymond's huidige bezigheden te gaan onderzoeken.
