In een alternatief 1985 zijn superhelden in de ban gedaan door de Amerikaanse federale overheid. Waar voorheen superhelden tot het algemene Amerikaanse straatbeeld behoorden, heeft de overheid het superheldenbestaan illegaal verklaard. Wanneer één van zijn oud- collega's in deze onrustige dagen van de Koude Oorlog wordt vermoord, start de gemaskerde burgerwacht Rorschach een onderzoek. Langzaam maar zeker brengt dit een duister complot aan het licht.
