Anzai-gumi is shaken when Wakagashira Akira Kawabe (Yoshiyuki Yamaguchi) is attacked. Learning of the Nakahama-gumi’s involvement, boss Takashi Anzai (Koichi Iwaki) heads there alone. He confronts Nakahama-gumi leader Hiroshiro Matsukaze (Shirō Shimomoto), recently released from prison. Despite his long-standing respect for Matsukaze, Anzai reports the attack on Kawabe and demands the Nakahama-gumi take responsibility. Shocked, Matsukaze pleads for forgiveness, asking Anzai to let it go for his sake... but Anzai won’t back down.

Despite her initial reluctance, Miyako gradually falls for Mishima. Soon after, her behavior becomes increasingly strange. The Hyodo-gumi boss—part of Tendokai, Japan’s largest yakuza syndicate—has been brutally murdered. Kazuma Washio (Hitoshi Ozawa), the head of the Washio-gumi and Tendokai’s wakagashira (underboss), is convinced that Yoshinari Myojin (Sho Aikawa), a former Tendokai wakagashira-hosa now running Tokyo’s underworld of thugs and mafia, is behind the killing. Around the same time, Tendokai's 5th-generation chairman Katsushige (Hakuryu) orders Washio to secure a woman named Nagi Toyama (Akane Hotta). Washio sets out with his men, Okita (Yasukaze Motomiya) and Date (Hideo Nakano), but they’re ambushed by a group of heavily armed youths. Barely escaping, they manage to bring Nagi to their hideout—only to discover she’s a key player in a power struggle over the Tokyo Casino Project. Misa's father, the Minowa clan leader, was killed by assassins from the rival organisation Shinsui Rengo. She decides to live her life as a yakuza and together with her boyfriend Ryuji, she is building up the gang. However, the betrayal of the acting chairman, Izawa, who was a close associate of her father, is discovered. A takeover in collusion with the Shinsui Union is taking place behind the scenes.

Kazuki moves to Tokyo, aspiring to rise to the top in his Yakuza group. Working directly under his group's kumicho (the Yakuza don) and surviving the group in-fightings, he learns what it really takes to be Yakuza.

Magazine journalist Renji Himura is suspicious of the corrupt nature of Japanese politics and has uncovered a number of parliamentary scandals in his quest to clean up the political scene. His feud with his father, Tetsuya Himura, a member of the House of Representatives of the ruling Republican Party of Japan, reinforces Renji's aversion to political power struggles. Tetsuya is a member of the party's largest faction, the Teikankai, along with his ally Yuichi Tanigawa, who was elected in the same year, but becomes increasingly dissatisfied with the methods of faction chairman and former Prime Minister Shiro Oda. In order to regain the prime minister's office, Oda has brought in Kojiro Suzuki, the current prime minister, and is building a puppet government.
