פרנק סרפיקו הוא שוטר מהזן המסוכן ביותר, שוטר ישר. שלא כמו הקולגות שלו, סרפיקו מסרב לסחוט כספים מפושעים מקומיים. אף שוטר אינו רוצה לעבוד איתו, והוא נמצא תחת איום מתמיד מחבריו לכוח המשטרתי. למרות נסיונותיו החוזרים ונשנים ללכת עד לבוסים הגדולים ביותר במשטרה, הוא אינו מצליח לבלום את נגע השחיתות, ולמרות הסיכון מסרב להיכנע לזרם וללכת בדרכו שלו עד שהאמת תצא לאור.
