בתחילת שנות ה-90 החליטה מערכת המשפט האיטלקית לצאת למלחמת חורמה נגד התלטות המאפיה על הפוליטיקה האיטלקית.  במערכה הזאת קיפדו את חייהם מאות אנשים בינהם שופטים פוליטיקאים ואנשי מאפיה. אחד הנאשמים, אולי רם המעלה שבהם, היה ג'וליו אנדראוטי שכיהן באותו זמן כראש ממשלה.סרט זה עוסק באנדראוטי, בתקופה הסוערת הזאת, אך בעיקר מנסה בדרך מאוד יחודית לבמאי סרנטינו, לערוך מסע אל נבכי נפשו של אנדראוטי, ראש ממשלה מכהן המואשם בקשרים עם המאפיה ובמשתמע גם ברצח ובגידה.
